This isn’t an invented reading. Technology for development, sibling to ICT4D, is how a substantial part of the aid sector describes its own work, with UN agencies, major foundations, conferences and journals all using the term.
That makes the name unusually well positioned. A development organisation, a foundation programme, a research centre or a consultancy in that space gets an address its entire professional audience already parses correctly, with no explanation and no tagline required.
The extension is essential rather than incidental. The sector is nonprofits, multilaterals and academic centres, and they use .org almost without exception.
Other readings serve buyers outside development: tools for designers, training for doctors, transport for disabled. The convention is flexible enough to carry any of them.
